WBCS (Exe) Officers Treated as Hired Workforce in the State

In a letter addressed to all District Magistrates vide No. 855(19)-SE(Pry)/10M-87/2010, dated 11-11-2010 the School Education Department has asked for deployment of Executive Magistrates at all levels for conduct of DPSC election, for which DI of Schools has been appointed as Returning Officer. The Department has also instructed the Executive Magistrates to comply with 14-point requirements which are normally taken care of by the Sector Officers in a General Election. The DI of Schools will pay Rs. 300 to each Executive Magistrate to perform his 'election duties'.
The deterioration in the state administration has not been noticed ever before. A Department does not know about the duties and function of Executive Magistrate, neither does it know as to how can an Executive Magistrate be instructed. Its out an out a unprecedented, derogetory and illegal instruction. All WBCS (Exe) officers should bring it to the notice of the District Magistrate and deny it to get into all and sundry of internal departmental activities.

  1. True. The order is ill-conceived & derogatory. While Executive Magistrates are time & again deployed to maintain law & order in such "extra-departmental" cases, never has been Magistrates asked to report on items unrelated to law & order. Magistrates should refuse the "remuneration" as a protest.

Once upon a time,these people of school education dept. were paid two additional increments as they could clinch the same.We are yet to make any headway for higher initial start for B.D.Os and other officers at district --level.What is their participation and contribution for their dept. programme of S.S.A? Our service officers are more accountable for S.S.A.

    We always digest and forget these issues and conduct ceremonial deputation before State authority to further dilute these issues.

    Work--to--rule/Non-cooperation/definite programme with ultimatum to govt./mass casual leave at frequent intervals( keeping in view of service conduct rule )are need of the hour.

  3. The order of the SE Dept, dt. 11-11-2010 has been withdrawn. Thanks to Shri Anindya Sengupta, PS to the MIC, SE Dept. Shri Arindam Neogi informed me about such order on 25 Nov evening and mailed a copy next morning. Immediately I drew attention of Shri Sengupta. He was convinced and discussed the issue with the MIC. Later in the evening the MIC and the Secretary of the Dept arrived at the decision to call back the order.
    Its however a matter of concern that no one from the districts reacted before Shri Neogi and 1st phase of the DSC election was already over. Our officers should promptly raise voice and report it to all concerned as soon as he comes accross such order undermining the dignity and status of the WBCS(Exe).

  4. sir, the problem is we all in the districts particularly the BDOs are posted in far flung areas. we do not get enough opportunity to voice our concern in formal platforms, in this case the only one being the EDEC meetings, which since last one year or so in the s24pgns, have been very few..

  5. We can not blame others for deterioration of our service , not even the IAS - whom we often try to project as our enemy . We ourselves are our own enemy . I am sure there was a WBCS(Executive) brain behind that said bad notification . I feel strong internal bond or fellow feeling as you call it - is badly needed now among us .
