Aggravated and Annoying Campaign Against the WBCS (Exe)


A section of media persons seem to be too enthusiastic to produce sensational items for their readers (or spectators)! It’s a combination of half-truth, distorted truth and lies, as it was brought out recently by one English newspaper to portray the state administration. There might be many intentions and one of them could be to have more proximity with bureaucratic power that may be tapped and twisted to meet future agenda. It aimed at establishing a section of bureaucracy as neutral and effective and another as partial and motivated. The matter should be taken up straight and without any ambiguity.
It’s a general knowledge that if the upper echelon of bureaucracy is sincere, honest and upright it will have a chain effect down the line. If the upper strata are not so, other tiers cant go long independently ignoring the center of gravity. No one has noticed any difference or resentment at the top in last decade or so with political dictates, which sometimes came out occasionally in sixties, seventies or in early eighties. As a matter of fact senior officers were found in tandem in the policy making with political functionaries, not only at the state level but also in the districts. State Civil Service officers were often bypassed and even replaced when they contradicted with such policies or other in the fields. It was a common feature where a BDO had to face strong opposition for years from the Panchayat Samiti run by the party in power. He seldom received the required support from the district administration to establish his views logically. The SCS officers in the sub-divisions or districts had similar experience at the time of reconciliation while upholding impartiality, adhering to the rules and regulations and fulfilling the need of people to the best possible extent. Their role as Returning Officers, once again, in the just concluded Assembly Election, received appreciation from all corners. One should not forget that about three-forth of the cadre strength of the WBCS (Exe) has to perform in these areas of administration and development.
Let’s now consider one or two incidents concerned with the SCS officers posted in the secretariats. Important and powerful ministers of the previous government have not accepted the truth and reality that civil service is separate in nature and activities and it can’t be compared with other services of the state. The GoI has admitted and given effect to it time and again for the IAS and other central services. Whenever any demand from SCS officers was placed before the previous state government it was found having examined in the context of the status of other officers. The state government has not yet implemented its order (No. 3015-F, dated 13-3-2001) to appoint SCS officers as secretary and open some posts of DM for them (Presently it has come down to 2 from 3 and the previous government did not take any step to amend it). The Joint Consultative Committee headed by the Chief Minister could meet rarely although its meeting should have been held twice in a year. The last state Pay Commission was mum only about the career prospect of the WBCS (Exe). Had the top echelon of bureaucracy taken interest in such matters things would have been different.
The only finger that one may raise on the ground of proximity is about some officers who worked as private secretaries to the ministers. Everywhere personal choice of a minister in such appointment has mattered in any government. Possibility of some ministers having personal likings for one or two officers might also be a reality. But it’s a rare reality. The government may end it and treat them according to their seniority and merit. But such a microscopic scrutiny in some cases as they are reported should have been avoided and, moreover, it should not attach any special tag with the entire cadre and allow media men or anybody else to indulge in the campaign which seems aggravated and annoying, and which may prove disastrous for the state.

  1. its really good to see a post after a long hibernation of we ppl. may be we were busy with some national emergencies resulting into personal emergencies! let us think ( may be a Chintan sibir will do!)how to tackle, as rightly pointed out in the post ,things when it becomes personal. the fallacy is that we are miles away from each other when things become personal.and its not a good idea to increase the irritations of the dignified ps borthers...gender inequality is highest there.

  2. @Anonymous: We were not hibernating but active on facebook, Bhismadeb da. It is really matter of concern that why many of us choose facebook instead of our association's website to air our view. Is it because it is easier to post on fb?

  4. There are some strong doubts in air ...Are the WBCS(exe)officers are not so important for the newly elected Govt? Is a pre-occupied mind playing behind the action/inaction of this Govt? Are we under a scanner of doubt or any kind of suspicion? And the most important thing is whether our beloved association is at all feeling any type of humiliation and if yes (by chance),what is exactly its point of action to cope with the ongoing situation? Has any suitable member of association got the responsibility to convince this Govt? Is he or she is serious and confident? Do our leaders posted in Kolkata dare to feel the seriousness of the situation?

  5. @Anonymous: The questions you have raised are in the minds of many of our colleagues. Sadly the leadership have choosen to maintain silence. Why should we be silence and laid credence to the believe in some sections that WBCS (Exe) acted in a partisan manner when most of us have since joining worked without bias towards any section and performed deligently.

    I have heard that posting of some other group A officers from Commercial Taxes, labour services as Private Secretaries to minister is being contemplated. One or two are even posted so. Are not posts of Private Secretaries to MoC, MoS, Chief Government Whip our Cadre posts? If it is true we must bring it to the notice of the Government and seek redressal immediately.

Some days back, it was reported in a leading Bengali daily that in a meeting with Health Service Officers, our Hon'ble CM who is also the MIC Health, contemplated the proposal of posting Medical Officers at or near their residential areas on the ground that this will enable them to discharge their duties with more sincerity and accountability.
    Are the leaders of our beloved association aware of this development ? If yes, then are we thinking of taking up similar proposal for our service cadre officers ? Why not ? After all, do we have lesser accountability than medical officers? The answer, I guess, is known to everyone. So, can we not move the appropriate forum to demand that we may also be posted near our homes so that we may continue to perform our largely thankless job, devoting more time to office and we may also stay at headquarters on weekends and holidays without jeopardizing our personal and social life ??
    I hope our beloved association draws up the courage to give this a thought.

In the recent times, it is seeming more and more apparent that we, as association, have lost both our Voice to protest against the numerous unjust words and action against our service colleagues and our Vision to take up judicious and timely proposals/suggestions to further the interest of our service at the proper forum.So it is nice to see that many of our service brothers and sisters visit this website to put forward their views and grievances. But we would like to know whether the SEC members visit this blog site and what are their suggested course of action regarding the redressal of such grievances ?
    After all, If "change" is the word of the moment, should we not change our mode of (in)action ???

  8. @ main topic and anonymous no 2& 4:- well raised points..should be considered seriously. Its true that some higher service officials are playing with the wbcs(exe) officials and convincing the new govt that we were/ are not so neutral! STRANGE!! The Logic should be crystal clear.If the highest authority of the district is neutral & unbiased, can WBCS officers create any biased atmosphere! Only any insane may buy it. Another point is also very "interesting". Does our job demands less accountability than Doctors who have the right of "private practice" staying at home? What a joke! Shame on us that still now we are not in a mood of protest. Before the election the rod was red-hot but we could not hammer properly to get a upper-hand , and we are still hibernating when everyone is hammering on us!!

We have heard a lot from our brother & sister officers and surely one can gauge the mood from the "posts" & "comments" on the site as well as on facebook.'s It's high time we in the SEC should visit the districts and discuss matters which affect the field level officers( BDOs in particular)the most.The SEC should also call a special General Meeting to discuss the matters related to our service as well as Governance vis-a-vis the New Govt.'s policies. The sooner the better

The proposal is really a good one.Most of the district unites are suffering from indecision and embarrassment to cope with the questions.SEC should come with a positive attitude and not to swipe the questions under the carpet because nobody is no more ready to be confused. And off course "the sooner the better".

  15. Shakil tried to say something to me. I should inform him politely that presently I deal only with the website apart from my official job and personal engagements. Sometimes I feel upset even having done so little when I dont find even 300 names in the list of enrolled members so far, and moreover, most of the SEC members are still missing.

    I was really wondering why it was so. It was just an innocent query not casting any aspersion on anybody. I think anybody who is doing, even in a smaller way, something for the association or service is really doing an enormous job. Hats of to all of them.

  17. Can anybody remembers the last occasion (if any) W.B.C.S. (Exe) officers resort to casual leave 'en masse' to raise their "Voice" against any violation of their "Vision"?To day hundreds of officers working in the Northern part of Bengal resort to casual leave in its both forms to protest against the brazen violation of the right, safety, security and modesty of a W.B.C.S. (Exe) officer (what's in a name???) during office hours in his office chamber while performing his lawful duty.

  19. IS ANYBODY LISTENING? ARE THE HON'BLE MEMBERS OF STATE COMMITTEE LISTENING? Officers of some districts have raised protest against the barbaric behavior of Political hooligans . Some districts have not dared to do so as still the HON'BLE MEMBERS OF STATE COMMITTEE has not given their kind consent. A funny (& vicious) game is going on. On every issue, the S.E.C is silent saying the District Unites have not unitedly demanded any step.On the other hand some almost defunct D.U.s are peacefully waiting, saying that S.E.C will break its silence (knowing that will not happen soon). I am sure both are working together to ensure a perfect inaction. The attack on the AEO-ZP Murshidabad deserves some stronger reaction as he is undoubtedly a brave, hard working and a very sincere officer. At least all ADMs & PDs of our service irrespective of association and location should stand with him. Please dont wait for the approval from any corner and listen to your heart and values, otherwise next time it will be you sitting in a pool of blood and humiliation.
