CONCEIVED AND THEN ABORTED?

Thanks to the Website manager for making the GO No. 3015-F, dated 13-3-2001 of Finance Dept (Audit Branch) under the 'Notification' tab of the website. Surprisingly, such an important GO never found a place before!
Para 4(1) of the GO reads: "....... Six additional posts of Special Secretary/Secretary in the revised scale No. 21 are sanctioned for WBCS(Ex.)......" Therefore, the State Government allowed the post of 'Secretary' for the cadre. But in spite of holding the charge of the I&CA Department, our President Shri Niloy Ghosh has not been designated as Secretary, he is known as the 'Special Secretary in Charge'!
On the eligibility of being Special Secretary/Secretary, the said GO continues: "completed 25 years of total service in the cadre including 3 years as Joint Secretary."
Therefore, the Government has to ensure that WBCS(Exe) officers have the opportunity to become joint Secretary within 22 years of service in the cadre. Otherwise, they cant have the scope of being selected as Special Secretary/Secretary, when they complete 3 years as Joint Secretary and simultaneously complete 25 years of service in the cadre.
The GO further says: "Govt. has also decided to fill up some of the posts of the District Magistrates by WBCS(Ex.) officers. Detailed Govt. order in this respect will be issued later on."
Once upon a time there happened to be 3 District Magistrates from the cadre. The number has again come down to and consolidated at 2. God knows, what should be the number to match with the word 'SOME' out of total number of 19 ! Common sense says, it should be about one-fourth at least. But the tragedy is that "Detailed Govt. order" has not been issued as yet.
We may therefore like to know:
  1. Whether there was enough pursuation and negotiation with the highest authority in the State Government to realise the Govt. decisions.
  2. Whether the issues were raised in the meetings of the Consultative Committee, if such important decisions of the Govt. were not translated into action. If 'yes', what was the outcome?
When the decisions already taken by the Govt about 10 years back have not yet been realised how much can we expect on where the PC remains either silent or takes a negative stand?

  4. I heard that senior officers are not inclined to accept the post of District Magistrate. And Govt. is not willing to lower the seniority for the post beyond 1982 batch. Is it true?

  5. Our association should demand that WBCS(exe) cadre must be promoted to Jt.Sec. within 20 to 22 yrs span of service. So that-
    A) Direct officers get promotion early, get opportunity for special secy., gain financially and above all gather motivation for good work.

    B) A good number of Promoted Officers from Jt.BDO get opportunity for another promotion in his service life.

  6. The officer heading none other than Law Department of the State uses his designation as SECRETARY IN CHARGE, while the officer heading the I&CA Department is known as SPECIAL SECRETARY IN CHARGE!

  7. After framing of seniority rules sometimes back, the final gradation list should be ready by now. Can anyone kindly enlighten what the present status is. If it is ready can it be shared on this blog ?

  10. We must pressurize the Govt. to implement the notification regarding post of Secretary to wbcs officers. But from the response so far on the blog it appears that our colleagues are not very enthusiastic about the issue

Claim for secretary post is even more important than the claim for more DM posts. one wbcs officer performs from the block level to the highest level with a blend of experiences as a part of policy making(as spl secy and jt secy) to policy implementation(as bdo). so one wbcs officer with this reach experience can become a brilliant SECRETARY where he will be able to use his life long experiences and will be able to become the ultimate part of the policy making. This is a very legitimate claim for our service officers.our beloved association must take this issue very strongly with the govt.

  12. IAS officers of 2005-06 batch are being posted as DM. In case of WBCS (exe) officers the Govt. is not willing to consider officers junior than 1982 batches for the same post. Why not put pressure upon Govt. to lower this seniority bar? On this ground one more post of DM supposed to be given to WBCS officers are held now by IAS officer

  13. Is it true that a DM should be a Joint Secretary enjoying scale 19? Why a senior ADM can not be considered for DMship?
