ARE THEY IGNORANT? ARE THEY BLIND?

The 6th CPC says (3.2.7): They (IAS) have an important coordinating, multi-functional and integrating role in the administrative framework....They hold important field level posts at district level..... at the start of their careers with critical decision making and crisis management responsibilities... It (the slight edge in the initial stages of their career) will ensure that IAS officers near the beginning of their career are given slightly higher remuneration vis-à-vis other services and act as an incentive for the brightest candidates to enter this service. This is essential as the initial postings of IAS officers are generally to small places, they face frequent transfers and the pulls and pressures they have to stand upto early in their career are much more intense. The slight edge in the initial stages of their career would, to an extent, neutralize these problems. The Commission, accordingly, is of view that the existing edge for IAS in the three grades viz. Senior Time Scale, Junior Administrative Grade and Non-Functional Selection Grade needs to be retained.

  3. I have tried the registration button. Then tried to edit my personal information in the members' list that follows. But my allotment year, mother tongue & marital status in not reflecting the correct ones. Retirement date is also blank.

  5. The theme indeed is catchy, but what about negotiation ? How much are we going to wait ? Sukanta has rightly pointed out that Facebook Community must be linked. Such links are there by default to most Websites now.

  11. The facelift is very good and it was needed.Idea of blog was also a need of the time but it is to be monitored regularly as was the CEOs blog. We are eager to know the outcome of negotiation which should be posted here immediately. We may wait till 15th. Sept. on negotiations and if nothing happens we should start agitation.

  12. We all should condemn the way one of our brother colleague is treated with in South Dinajpur and the manner in which the matter has been publicised in twisted form.He is in jail for some days ! If a WBCS(Executive) officer can be FIR against and arrested so easily (for reasons probably known to everybody), how can we work ? Positive thing is that many brothers share the same feeling and they have come together and momentum of the movement is gaining. May be that we shall learn to agitate for our causes.

  17. To be precise, three demands finalised for negotiation: the increment related one, more JS & SS posts & denouncement of derogatory remarks. If negotiation does not work, we may go for greater agitation. Some modes suggested are deputation, mass CL and/or 'Work to Rule' (which should have to be defined also). Primary task assigned to District Committee is to create a consensus so that all without exception may join the agitation if situation demand such steps.

  20. Many of the comments came as 'Anonymous Says', its because one can post through 'anonymous' gateway without have any google account. In such case identity or at least the name should be mentioned as I do for this case here.
    Also new topic can start here, its not necessary to put in all our comments with the current topic even when its not related.

  23. The new site is a development ,though delayed. It's interesting to know how the members of sixth CPC were selected , partcularly the hon'ble members who were our Ex(e) cadres. But kudos to the only Engineer who represented their interest extremely well

  24. Its really revealing how we are being utilized for furtherance of everybody's cause without recognition. Who wouldn't like to use such a 'deaf & dumb', timid yet delivering work force.

    Anyway, I really don't know how the hon'ble members from our service were selected to the CPC. Is it that we failed to put forward our case convincingly or the members were pre-convinced not to be convinced?

  27. I have a proposal. Can we introduce, in the Annual General Meeting of our association, annual awards for our members for outstanding achievement in public administration in the past one year. We can also introduce life time achievement awards for retired officers of our service for their contribution.

  28. Seniors say that, Work as BDO was GOLDEN TiME of my Career. We as BDO also support the view. But how it is possible to focus on Development,when many of us are manhandaled by different political Parties.
    My View: Our Association may convene a press meet and send message that we condemn all such act that insult a DEVELOPMENT AGENT like BDO.
    Also it is liability of such Party whose members are related to those acts. So, we must request through media, State Leaders of All Political Parties to take the matter seriously and sympathetically.

  31. The awards are not meant to be government instituted awards, rather an initiative by our association to recognise the efforts and good work of our own service members. So no question of involving the P&AR department. Many of us are aggrieved due to the fact that we are not getting enough recognition for our good job. So, we ourselves should take the lead to give due recognition to our service members. The Chief Minister can be approached to present the awards in the AGM. The selection can be made based on nominations from the district recommended by the DEC. A state committee can be constituted to scrutinise and finalise the list of awardees. A special edition of Voice and Vision can be brought out with all the nominations.

  33. Cool idea Binu. We may ask for nominations under five categories. BDO, Jr. District Posts (Below SDO), Sr. District Posts (SDO & Above), Jr. Central Posts (below Jt Secy posts outside districts), Senior Category (Jt.Secy & above). And apart from DEC, any ten member may be allowed to propose. We may also initiate 'Young Associationist Award' & 'hall of fame' for seniors.

  36. Thanks for introducing the blog it is a great idea. Members of our service must register them selves to know each othe better. Thanks binu and sukanta da for urs idea and categorisation. If our association accept this proposal and all the members take it openmindly this will be a huge one and i think this will definitely increase the motivation of our work. This is true that only one will get the prize from each category but getting nomination from the district it self is a big honour.THIS MUST BE STARTED FROM THIS YEAR.

  43. i am enjoying my tenure as BDO but the incidents of physical violence against a hapless person, posted far away from home, in a remote rural area, who does not even have a pencil knife to defend himself with is utterly demoralising..are we the pawns in a big game???are we the canon fodder which can be dispensed with as per ones free will...??
